Expression of Interest: Climate Resilient Infrastructure Specialist Consulting Services

The Global Center on Adaptation (GCA) requests Expressions of Interest in order to execute and implement high level services in accordance with developing and implementing GCA’s Climate Resilient Infrastructure PPP services.

INTRODUCTION
The Global Center on Adaptation (GCA) is an international organization that works as a solutions broker to catalyze action and support for adaptation solutions, from the international to the local, in partnership with the public and private sector, to ensure we learn from each other and work together for a climate resilient future. Adapting to impacts of climate change provides a “win-win” for health, livelihoods, food security, water supply, human security and economic growth. The work of the GCA elevates the visibility and political importance of climate adaptation and facilitates solutions, such as smarter investments, new technologies and better planning to become more resilient to climate-related threats. GCA is a rapidly growing organization with offices in Abidjan, Beijing, Dhaka, Groningen, and Rotterdam.

GCA’s global strategy is implemented under three pillars of Knowledge, Programs, and Advocacy. Under programs, GCA works in five global programs, including water, infrastructure and Nature Based Solutions ‘NbS’, climate finance, food security, and youth. Each program is managed by a Global Program Lead, based in Rotterdam under the overall supervision of the Director of Global Programs. The activities under this assignment relates to the integration of climate resilience into Infrastructure.

GENERAL REQUIREMENTS

The consultant will collaborate closely with GCA’s Global Lead for Infrastructure & Nature Based Solution (NbS) and the Regional Program Manager Infrastructure & Nature Based Solution (NbS) to provide senior and complex technical assistance service to support the integration climate adaptation & resilience into future and ongoing infrastructure investments of Development Finance Institutions, public and private entities in urban and rural areas in Africa. To this purpose the consultant will support the continued conceptual development that integrates climate resilience into Infrastructure in the Transport, Solid waste, Water, Energy and Real Estate sectors. The consultant will provide senior technical assistance for the development of green-grey Infrastructure Investments as shown:

1. Climate risk assessment
1.1 Rapid climate hazard assessment
1.2 Project climate vulnerability stress tests covering impacts on:
Asset
Services
People

2. Resilience options identification and appraisal
2.1 Nature Based Solution “NbS” investment options assessment
2.2 Capex / opex / climate sensitive O&M investment options assessment
2.3 Resilience options investment proposal

3. Transaction Advisory Support.
3.1 Structure the transactions climate risks and allocate these risks in line
with the transactions structure
3.2 Support to integrate climate resilience options into project design

Furthermore, the consultant will provide senior technical assistance to task teams of Development Finance Institutions, public and private entities to mainstream climate resilience for the development of green-grey investment projects and diagnostic work. This will include identification of focus areas for technical assistance, development of complex terms of references, and contract management.

  • That you are a registered legal entity or expert with at least 10 years of experience in providing technical assistance for upstream development of climate resilient infrastructure investments across Transport, Water, Energy and Real estate sector in Africa, Asia & other regions. Please provide applicable registration documentation/Company Profile/Cover letter/Expert CV.
  • That your lead expert/s each have more than 10 years professional experience in providing the services in the area of Integrating Climate adaptation and resilience into green-grey Infrastructure investments across Transport, Water, Energy and Real estate sectors with experience in Nature Based Solutions, digital technologies, climate sensitive maintenance plans etc.– Please provide documentary evidence.
  • That you have led at least three projects in the last three years providing services similar to the above requirements related to upstream development of climate resilient green-grey infrastructure investments across Transport, Water, Energy and Real estate sector in Africa, Asia & other regions. – Please provide a short summary portfolio of these activities.
