Introduction to the Global Center on Adaptation (GCA)
The Global Center on Adaptation (GCA) is an international organization that works as a solutions broker to catalyze action and support for adaptation solutions, from the international to the local, in partnership with the public and private sector, to ensure we learn from each other and work together for a climate resilient future. Adapting to impacts of climate change provides a “win-win” for livelihoods, food security, water supply, health, security, and economic growth. The work of the GCA elevates the visibility and political importance of climate adaptation and facilitates solutions, such as smarter investments, new technologies and better planning to become more resilient to climate related threats. GCA is a rapidly growing organization with offices in Abidjan, Beijing, Dhaka, Groningen, and Rotterdam.
The GCA’s ambitious 2020-2025 business plan and strategy have three pillars:
- Programs: Food Security; Using Nature for more resilient infrastructure; Water for Urban Growth and Resilience; Climate Finance; Youth Leadership.
- Knowledge: Building adaptation knowledge globally through cutting edge products such as the State and Trends in Adaptation Report and the Adaptation Knowledge Portal.
- Advocacy and Awareness: Formulating policy messages to move the global, regional, and local adaptation agendas forward.
Program Background Information
The Africa Adaptation Acceleration Program (AAAP) is Africa’s response to the impacts of the climate crisis. Co-designed between the African Development Bank (AfDB) and GCA, and endorsed by the African Union (AU), the initiative is climate proofing $25 billion worth of investments to accelerate climate change adaptation by 2025. Since its launch in January 2021, GCA’s technical adaptation support under the AAAP Upstream Financing Facility is delivering results for the continent’s most vulnerable people. In partnership with governments, academia, community-based organizations, and international financial institutions (IFIs), GCA has helped shape over $16 billion in investments financed by International Financial Institutions (IFIs) that will build climate resilience for 82.5 million climate-vulnerable people in 40 countries. AAAP consists of four principal work pillars:
- Climate Smart Digital Technologies for Agriculture and Food Security
- African Infrastructure Resilience Accelerator
- YouthADAPT: Empowering Youth for Climate Entrepreneurship
- Innovative Financial Initiatives for Africa
Purpose of this Assignment
Within this context, GCA is seeking a qualified firm to conduct an external evaluation of AAAP, complementing AfDB’s separate evaluation, with a particular focus on the value for money (VfM) of the program, learning capture, overall program results, and the evaluation criteria (as specified below). The evaluation will provide an important tool for the GCA and its partners to assess the full impact and achievements of AAAP from 2021-2025, as well as a tool to inform the design of the AAAP’s second phase from 2026-2030 (“AAAP 2.0”).
The expected services to be provided under this assignment include conducting value for money (VfM) case studies, impact analysis, and capturing key learning points amongst other goals. The detailed Terms of Reference and Deliverables for this assignment are presented in Annex 3. The total duration of this assignment is estimated at up to 5 months.
Bidders shall respond to the strategic requirements of GCA with a strong emphasis on responsiveness to GCA technical requirements and performance, substantive progress reports, achievement of tasks and activities to match the Scope of Services/Terms of Reference and the production of the deliverables on time, to highest applicable standards.
