INTRODUCTION
Introduction to the Global Center on Adaptation (GCA)
The Global Center on Adaptation (GCA) is an international organization that works as a solutions broker to catalyze action and support for adaptation solutions, from the international to the local, in partnership with the public and private sector, to ensure we learn from each other and work together for a climate resilient future. Adapting to impacts of climate change provides a “win-win” for livelihoods, food security, water supply, health, security, and economic growth. The work of the GCA elevates the visibility and political importance of climate adaptation and facilitates solutions, such as smarter investments, new technologies and better planning to become more resilient to climate related threats. GCA is a rapidly growing organization with offices in Abidjan, Beijing, Dhaka, Groningen, and Rotterdam.

The GCA’s ambitious 2020-2025 business plan and strategy have three pillars:

  • Programs: Food Security; Using Nature for more resilient infrastructure; Water for Urban Growth and Resilience; Climate Finance; Youth Leadership.
  • Knowledge: Building adaptation knowledge globally through cutting edge products such as the State and Trends in Adaptation Report and the Adaptation Knowledge Portal.
  • Advocacy and Awareness: Formulating policy messages to move the global, regional, and local adaptation agendas forward.

PURPOSE OF THIS ASSIGNMENT
The GCA is planning the development of a “resilience index” (Index) as a new flagship knowledge product. The Index will aim to evaluate national economies along a range of criteria to assess their current level of resilience to climate change shocks. This Index will complement existing initiatives that assess vulnerability and preparedness by focusing on the economic impacts of climate change, as well as integrating a strong focus on national policy evaluation and financing to assess understanding of, and readiness for resilience needs. The Index will enable comparison between economies as well as the tracking of progress over time, as it is proposed to be renewed year on year. This first edition of the Index will focus on the 55 African economies.

SCOPE OF SERVICES
As part of the development of this Index, the GCA is looking for a consultant to support desk research activities. Specifically, the consultant will be expected to perform the following tasks:

  • Review and evaluate national policies (including Nationally Determined Contributions, National Adaptation Plans, and national (sectoral) development plans) based on a methodology developed by the GCA;
  • Collect data on adaptation projects from multilateral financing institutions and bilateral funders and data entry into Excel sheets;
  • Evaluate the compiled funding portfolios based on a methodology developed by the GCA;
  • Contribute to the compilation of Index scores based on a methodology developed by the GCA;
  • Cross-review of evaluations produced by other team members for consistency and quality control;
  • Contribute to informing the refinement of the methodologies applied by providing insights on challenges and limitations in deploying the methodologies;
  • Contribute to report writing;
  • Take part in project meetings and provide logistical support as required.
