Training on Adaptation Finance (Phase I-III)
The goal of GCA’s training on Adaptation Finance is to develop sustainable capacity of Access Entities, Executing Entities and Adaptation Experts to better design adaptation concept notes and funding proposals for the GCF.
GCF resources are allocated based on the ability of a proposed activity to demonstrate “its potential to adapt to the impacts of climate change in the context of promoting sustainable development and a paradigm shift and the urgent and immediate needs of vulnerable countries”.
Project proposals submitted to the GCF must sufficiently demonstrate therefore the need for climate finance and include science-based evidence that the problems to be addressed through the proposed intervention are driven by climate change and climate variability. Project proponents must therefore include a strong climate rationale to explain, as clearly as possible, the climate impacts or risks that the proposed activities address.
Phase II Training Program on Adaptation Finance – GCF Mechanism and Proposal Write shop (Part 1: 22-24 September 2024 and Part 2: 6-8 November 2024)
The second phase of the training program on adaptation finance is focused on building the participants’ capacity to develop GCF concept notes for the selective projects identified in NAP. In the first phase, the participants gained a basic knowledge on basic GCF and funding mechanism. In the second phase, the participants will obtain strong understanding and clarity about GCF modalities, approval process and funding mechanism.
Part 1: Preparatory training on introduction to GCF Funding Proposal template and approval mechanism
Non-residential training on fundamentals of climate science, global and national perspective on adaptation, GCF investment areas and strategic alignment, funding instruments, roles of NDA, AE and EE, section by section introduction of funding proposal templates and details of GCF approval mechanism. Targeted for wider range of stakeholders from diverse group of relevant stakeholders.
Part 2: Proposal write shop on GCF Concept Note Development for selective projects identified in NAP
With the understanding developed after Part 1 training above, 36 participants ( selected out of 60 participants) will join the residential training for gathering in-depth hands-on experience and conduct intense group exercises to develop six draft concept notes for the identified adaptation projects in NAP under six key themes (Water resources, Disaster, Social Safety and Security, Agriculture, Fisheries, Aquaculture and Livestock, Urban Areas, and Ecosystem, Wetlands and Biodiversity) with the supervision and guidance from GCA capacity building consultants.
Before starting of the residential training, several reading materials and relevant assignments to be provided to the participants with regular online classes. During this period, the participants will:
- Have Strong group building to create working ambience
- Develop clear understanding of basic modules covered in Part 1 of the training
- Conceptualize at least 02 relevant GCF approved projects in detail
- Being aware and familiar of basic GCF project template and annextures
- Develop expertise on accessing information from GCF Website
The final concept notes will be shared with interested DAEs or Executing Entities (project owner) towards further development of the full funding project.
