INTRODUCTION
Background
GCA’s work under the City Adaptation Accelerator (CAA) involves the provision of TA to cities and countries to strengthen their urban climate adaptation and resilience outcomes through enhanced understanding, planning, investment, governance, and capacity building. This support includes four interconnected areas of TA:
• Diagnosing the problems by creating a granular and localized understanding of climate risks and vulnerabilities.
• Identifying green and grey technical solutions to mitigate climate risks.
• Strengthening the capacity of urban institutions and strengthening policy frameworks.
• Mobilizing adaptation finance.
The CAA focuses on delivering effective TA in Fragile, Conflict, and Violence (FCV)-affected contexts, recognizing the unique development challenges they present.
- Since 2022, GCA has launched or completed over 2 urban adaptation initiatives under the CAA, influencing over USD 2 billion in downstream investments. 5 of these initiatives are in Bangladesh and the rest are spread across Africa, including Burundi, Cameroon, Central African Republic, Chad, Republic of the Congo, Djibouti, Democratic Republic of the Congo, Gabon, Guinea, Kenya, Liberia, Madagascar, Somalia, Tanzania, Tunisia. With this growing portfolio, GCA is interested in assessing the performance of its TA and informing the strategic direction for scaling urban adaptation work across Africa and South Asia.
Purpose of this Assignment
- Within this context, GCA is seeking a qualified firm to conduct a review of its Urban Business Line: ‘City Adaptation Acceleration (CAA)’ to strengthen GCA’s technical advisory services to downstream investment projects of international finance institutions (IFIs) under CAA.
- For this purpose, the assignment is expected to (i) assess the performance and added value of GCA’s support for at least seven (7) projects, focusing on the quality, efficiency, appropriateness, and effectiveness of intervention design, engagement with key stakeholders and the process of integrating climate adaptation considerations into design and implementation of downstream IFI projects, the outputs, and the intended and un-intended adaptation outcomes, resulting from GCA’s support, and (ii) provide actionable recommendations to improve the efficiency and effectiveness of GCA’s future technical advisory engagements.
Information about the Contract Package
- GCA intends to enter into a contract that covers the Terms of Reference and Deliverables described in Annex 3.
