Improvement of Urban Governance and Infrastructure Project

T he Global Center on Adaptation (GCA) is supporting the Asian Development Bank (ADB) in the preparation and implementation of results-based lending for the Improving Urban Governance and Infrastructure Program (IUGIP). This project will improve urban governance, provide capital investment for the enhanced delivery of municipal services to benefit 7.6 million Bangladeshi citizens across 88 municipalities (Pourashavas), and enhance capacity of Local Government and Engineering Department and the relevant municipal officials.
The project complements the Government of Bangladesh’s visions and goals on urban development that aim to enhance municipal infrastructure and services, reduce urban poverty, and improve living conditions across the country’s 329 Pourashavas.
 
Through this project GCA is supporting Local Government Engineering Department (LGED) and Pourashavas to deliver infrastructure facilities and improve service delivery, by strengthening their capacity in (i) enabling urban resilience, including through risk informed technical planning skills; (ii) developing nature-based solutions; (iii) designing, executing, and sustaining climate-resilient and gender equality and social inclusion responsive infrastructure; and (iv) ensuring the climate resilience of services.

GCA’s Added Value

GCA is enabling climate-resilient urban planning and development through:

  • Urban Resilience Masterclass that brings city officials, policymakers, practitioners, and experts together to build their technical and practical capacity for implementing climate resilience in cities.
  • Handbook on Climate Risk-informed Master Plans that includes a step-by-step manual facilitating the development of risk-informed urban masterplans in Pourashavas.
  • Nature-based Solutions (NbS) Catalogue for Municipalities that provides a reference to key sector stakeholders in integrating climate resilience into their large-scale programs.

Expected Outcomes

GCA’s support will reinforce the project’s outcomes by improving municipal services and governance in target Pourashavas with:

  • Institutional capacity strengthened for inclusive municipal governance
  • Green and resilient municipal infrastructure improved in quality, access, and gender-responsiveness. 
  • Strategized and prioritized plan for urban adaptation.
