C limate change hits vulnerable communities first and hardest, and they are among the least likely to benefit from adaptation measures. Local communities need a seat at the table. They need finance to develop and implement their own implementation plans. This involvement needs to go across and reach beyond the typical water and climate domains, by addressing, for instance, employment creation and food security.
