Ghana Scaling Up Renewable Energy Program Mini Grid and Net Metering

T he Global Center on Adaptation (GCA) is mainstreaming climate adaptation and resilience measures into the African Development Bank’s Ghana Scaling Up Renewable Energy Program Mini Grid and Net Metering with Solar Photovoltaics Project. GCA is providing this support through the Africa Adaptation Acceleration Program (AAAP).

The Government of Ghana and the African Development Bank are developing hybrid renewable energy mini-grid electricity systems, standalone solar photovoltaic systems, and roof-mounted net-metered solar photovoltaic systems to provide clean energy to lakeside and island communities in the Northern, Savannah, Bono East, and Oti regions of Ghana.

The Ghana: Roadmap for Resilient Infrastructure in a Changing Climate, co-developed by Ghana’s Ministry of Environment, Science, Technology and Environment, GCA and partners, revealed that some of the intended beneficiaries of Ghana’s solar assets are situated in fragile climate ecosystems and climate hazard hotspots. To climate-proof this investment project, GCA is providing a high-resolution climate risk assessment and developing technical guidelines for climate-resilient solar asset siting, design, operations, and maintenance. GCA’s support will secure the assets’ lifespan, minimize climate-induced systems disruptions and costs of repairs, and ensure that energy is reliably generated for the communities.

GCA’s Added Value

GCA will climate-proof SREP investments by:

  • Providing climate risk assessments of the assets under current and future climate scenarios and stress tests to quantify the impacts of climate hazards on assets, services, and people
  • Appraising climate adaptation and resilience options to climate-proof the investment in the face of projected climate hazards
  • Providing technical recommendations within the project and for future downstream operations

Expected Outcomes

GCA’s support will strengthen the effectiveness, efficiency, and sustainability of SREP’s outcomes:

  • Improved energy access for 84,255 people in Ghana
  • Renewable energy in Ghana’s energy mix boosted from 0.9% to 13.5%
  • Deployment of 35 mini-grids for 60 communities; 12,000 units of roof-mounted net-metered solar photovoltaic systems for public institutions and Small and Medium-sized Enterprises; and up to 11,000 standalone solar home systems
