Training of Trainers -Institutionalizing Locally Led Adaptation across sectors in Bangladesh
The Global Center on Adaptation (GCA) in partnership with the Institute for Housing and Urban Development Studies (IHS) and the Centre for Participatory Research and Development (CPRD), and with support from the Foreign, Commonwealth and Development Office (FCDO) of the Government of UK is collaborating with BPATC to develop a comprehensive course module on “Institutionalizing Locally Led Adaptation across sectors in Bangladesh”. The module is being designed for embedding within BPATC’s core training programs for government officials.
Event description
The impacts of climate change will cascade through key economic sectors in Bangladesh. Effective adaptation responses therefore need to be embedded in activities across all climate-vulnerable sectors, especially focused on limiting impacts on the most vulnerable. Recognizing this, Bangladesh’s National Adaptation Plan 2023-2050 (NAP) highlights the importance of integrating adaptation and LLA approaches across different sectors.
However, implementing this objective is proving to be a challenge in sectors where public administrators are not familiar with climate change, or with integrating inclusive adaptation responses into their sectoral activities. Public administrators in Bangladesh hold responsibility for different climate-vulnerable sectors at different points of their career, and at different levels. Training them on addressing climate change impacts through inclusive locally led approaches is vital for institutionalizing locally led adaptation approaches across sectors.
Bangladesh Public Administration Training Centre (BPATC) as an apex public sector training institute, is mandated by the Government of Bangladesh to build capacity of and provide bespoke training to civil servants at all levels of the government. Public administrators associated with different government ministries and departments are required to participate in various courses offered by BPATC throughout the year. The aim of the Centre is to equip future leaders and policy makers with the background necessary for a broad understanding of varied social, economic, political, environmental, scientific and organizational aspects involved in the planning of national policies and strategies.

Training Objectives
To build institutional capacity for integrating the module, GCA is organizing a 5-day Training-of-Trainers (ToT) workshop from 12–16 May 2025 at BRAC CDM, Savar. The aim of the workshop Is to equip selected faculty members from BPATC with the requisite knowledge and facilitation skills for effectively delivering the module.
