Adaptation Need
Extreme heat, drought and flooding in Somalia are expected to increase in severity as climate change worsens. These conditions threaten the country’s key economic sectors, for example, agriculture where the worsening climate has impacted food security. Enabling the adaptive capacity of sectors in agriculture, water, energy, forestry, fisheries, and displacement preparedness have been identified as critical to ensure the climate resilience of Somalia. With ongoing efforts to boost employment rates and Somalia’s economy, there is opportunity now to enable the adaptation skills and capacity of youths to ensure economic development is aligned with climate resilience.
GCA’s Added Value
GCA has supported the development of a comprehensive assessment of the current and future labor market needs and opportunities in Somalia, with a focus on identifying the key activities essential for adaptation across various sectors, and the relevant job opportunities and skills that will be required to enable the transition to a climate resilient economy. The assessment will inform the development of a standardized curriculum for implementation through the national TVET system. The curriculum will include modules aimed at equipping youths with essential climate adaptation skills across various sectors.



Project goals
Mainstreaming Adaptation and Resilience
To address Somalia’s Adaptation Needs, GCA’s involvement ensures a targeted approach to mainstream climate adaptation economic activities in critical sectors by mainstreaming a national curriculum focused on climate adaptation for implementation in the TVET system. This will not only improve the quality of the TVETs but also help more than 18,000 youths gain skills critical for adaptation.
Expected Outcomes
Outcomes of GCA’s support include:
- 1,300 youths trained in business development entrepreneurship and market-relevant TVET skills
- 500 TVET graduates placed in apprenticeship and internships

Milestones & Key Results
At the end of 2024, GCA successfully delivered the first phase of our technical assistance for SEIP to develop a comprehensive assessment of the current and future labor market needs and opportunities in Somalia, with a focus on identifying the key activities essential for adaptation across various sectors, and the relevant job opportunities and skills that will be required to enable the transition to a climate resilient economy. The findings of the labor market assessment have identified climate adaptation opportunities in several value chains across key thematic areas like agriculture, water management, renewable energy, marine and blue economy, and urban resilience. This will be critical in informing Somalia's efforts to support adaptation job creation. For example, the identification of these adaptation opportunities in value chains will ensure the curriculums developed for the national technical and vocational training (TVET) system are tailored to the job skills that will contribute to these opportunities. In 2025, the focus will be on the implementation of the second phase, which is to build on the recommendations of the labor market assessment and develop a technical curriculum for adaptation skills in the national TVET network. The curriculum will include modules aimed at equipping youths with essential climate adaptation skills across various sectors, with the objective of certifying graduates for these skills. These modules and practical training sessions will cover essential climate adaptation skills tailored to Somalia based on findings of the LMA, for example in the installation and maintenance of renewable energy technologies, sustainable agriculture practices and water management systems.
