Nigeria Sokoto Health Infrastructure Project

The Global Center on Adaptation (GCA) is collaborating with the Islamic Development Bank (IsDB) through the African Adaptation Acceleration Program (AAAP) to facilitate a climate resilient healthcare system in Nigeria's Sokoto State. Key developments include establishing six medical faculties, a teaching hospital, and several regional hospitals, outfitted with advanced equipment to support diagnostics and service delivery. Additionally, to strengthen the healthcare supply chain, new zonal warehouses are planned with automated systems to ensure the availability of affordable essential medicines across Sokoto and neighbouring states, supported by the revitalized Drug Revolving Fund (DRF) system.

Adaptation Need

Nigeria is classified as one of the ten most vulnerable countries to the impacts of climate change and natural hazards such as floods, storms, ocean surges, droughts and wildfires. The project area, in the northeast of the country, faces chronic aridity and riverine flooding along the Sokoto River. In 2012, severe drought and widespread flooding caused nearly $17 billion in damages and losses. Flooding disrupts hospital access, damages critical equipment, and halts supply chains. Water scarcity undermines hygiene and sanitation, compounding health risks. Extreme heat affects the cold chain, power supply, and life-saving medical equipment.

GCA’s Added Value

GCA’s technical support ensures that the entire Sokoto health investment, from assets to supporting infrastructure and supply chains, is climate-resilient by conducting climate risk and vulnerability assessments across healthcare facilities and essential networks such as energy, water, waste, ICT, and transport. It also includes the appraisal of adaptation options for design and operations, the development of implementation guidelines for climate-smart infrastructure and logistics. In addition to this, GCA’s technical assistance also includes capacity building through stakeholder workshops and masterclasses on Climate Resilient Infrastructure PPP, aimed at helping integrate climate risks into investment planning. A dedicated case study will be developed leveraging the technical analysis and results on climate-resilient health facilities and value chain.

Project goals

Mainstreaming Adaptation and Resilience

GCA will take an integrated approach to safeguard investments and development outcomes from climate risks. At the building level, it will focus on the design and operation of IsDB-funded facilities (college, pharmaceutical warehouse) and the O&M of AfDB-funded hospitals, incorporating future climate conditions. At the facility and regional level, GCA will assess climate risks and adaptation options for supporting infrastructure—energy, water, roads, pharmaceutical supply chains, hazardous waste management, and healthcare systems. Leveraging this holistic healthcare opportunity, GCA will develop a national case study, featured in its Adaptation Insights knowledge series.

Expected Outcomes

  • 6,391,000 people served by climate resilient healthcare.
  • 700 medical training admission opportunities (at least 30% women).
  • 1000 direct and 1500 indirect jobs created (at least 30% women).
  • Increased access to healthcare and medical education for marginalized rural communities.
