Locally Led Adaptation Masterclass

The Global Center on Adaptation (GCA), in partnership with the World Bank Group (WBG) through the African Adaptation Acceleration Program (AAAP), is developing and delivering a Locally Led Adaptation (LLA) Masterclass to strengthen the capacity of project implementation teams across three World Bank-funded projects in Africa. Adaptation Need

The project areas supported by the LLA Masterclass face intensifying climate risks such as prolonged droughts, flooding, rising temperatures, and groundwater depletion. These hazards are expected to further strain already fragile institutional systems and deepen existing vulnerabilities among marginalized groups, particularly women, displaced populations, and resource-dependent communities. Without targeted capacity building on locally led adaptation, the WB projects risk failing to reach vulnerable populations and sustaining development gains.

GCA’s Added Value

To strengthen the integration of locally led adaptation into World Bank-financed projects across Africa, GCA is developing and delivering a tailored LLA Masterclass in partnership with the International Institute for Environment and Development (IIED). The Masterclass targets World Bank staff, national and subnational government officials, Project Implementation Units (PIUs), and development partners, with training modules designed to equip stakeholders with practical tools for designing, implementing, and monitoring LLA interventions.

Project goals

Mainstreaming Adaptation and Resilience

Through the LLA Masterclass, GCA is equipping key actors—World Bank teams, government officials, and PIUs—with the skills and tools to design and implement inclusive, locally driven adaptation solutions. By embedding LLA approaches into three projects across fragile and climate-vulnerable contexts, the program strengthens the ability of institutions to deliver sustainable adaptation outcomes.

Expected Project Outcomes

Through the program, the following outcomes are expected:

  • Enhanced capacity of relevant LLA stakeholders in various African countries to mainstream LLA into the design and implementation of development projects.
  • Sharing of best practices and learnings on LLA across different contexts.

Milestones & Key Results

In 2025, GCA made substantial progress in advancing the LLA Masterclass from development to near completion, with significant achievements under Component 1 which focuses on online training. The full online course, hosted on Moodle, was finalized with nine modules—an introductory module followed by one dedicated to each of the eight LLA Principles. Each module presents global good practices, key challenges, and real-world case studies through a combination of short videos, interactive case studies, reflection exercises, and quizzes. These were complemented by refinements to the course design and platform functionality, resulting in a high-quality, accessible, and user-friendly learning experience. The LLA Masterclass is currently trialing on the Global Hub on LLA and under rollout with participants in Ghana. Progress also advanced under Component 2 which focuses on in-person training, with sustained engagement with Ghanaian government stakeholders to plan the in-person training country rollout.
