S ince its inception in 2021, AAAP is on track by the end of this year to shape nearly $25 billion in international financial institution investments across critical infrastructure, agriculture, water, and other essential services in more than 40 African nations. The program has kickstarted the mainstreaming of climate adaptation solutions at scale within Africa’s development, drawing on global, regional, and local expertise. As the first phase nears completion, ensuring the program’s effective continuation stands as a top priority for Africa and for GCA.

At the High-Level Development Partners’ Convening on the Africa Adaptation Acceleration Programme (AAAP) 2.0 in Nairobi, distinguished partners, ambassadors, and experts came together to review progress on the AAAP.

A major milestone of the convening was the launch of the independent end-of-phase evaluation of the AAAP Upstream Financing Facility, conducted by Boston Consulting Group (BCG). Spanning 2021–2025, this landmark assessment evaluates performance, real-world impact, value-for-money, and the critical lessons learned to date.

The findings reaffirm AAAP’s position as the leading mechanism for scaling up adaptation across Africa—while laying the foundation for AAAP 2.0, GCA’s next phase of ambition to deliver adaptation faster, at greater scale, and with stronger impact.
