Adaptation and Resilience Measures: From Commitment to Implementation
This forum is being organized to strengthen ownership and to set up a roadmap to accelerate the implementation of People’s Climate Resilience Plans and sustainable waste management in Africa

COP27 made significant progress in terms of adaptation and climate disaster management, as it recorded the creation of a specific Loss and Damage Fund, alongside significant new pledges of large donations announced to the Adaptation fund. This progress constitutes an important turning point in laying the foundations of climate justice and strengthens the legitimacy of local authorities as a key partners for the implementation of the Climate Agenda.
These are in line with the IPCC guidelines that recognize the centrality of cities in the implementation of the Paris Agreement, as well as the importance of cooperative governance at several levels to succeed in the territorialization of the climate agenda. This is with the target to mobilize the potential of urban territories and accelerate the localization of Climate Action. This is in following the UCLG World Pact for the Future and the Kisumu Climate Day Statement at the 9th Africities Summit.
In this context, and to build on the momentum generated by COP27, where accelerating adaptation in Africa was highlighted, this forum is being organized as an opportunity to strengthen ownership of the objectives of two key themes and to set up a roadmap to accelerate the process of implementation of these actions:
- People’s Climate Resilience Plans, informed by Rapid Climate Risk Assessments, to target the needs of the most vulnerable
- sustainable waste management in Africa
