Masterclass on Mainstreaming Climate Resilience into Public-Private Partnerships in Africa held in Accra

A ccra, Ghana, 18th March 2023 – The Global Center on Adaptation (GCA) today successfully delivered the Masterclass on Mainstreaming Climate Resilience into Public-Private Partnerships (PPPs) in Africa. The three-day event held in Accra, Ghana from 16th to 18th March 2023 marked the beginning of a series of Masterclasses focused on mainstreaming climate resilience into PPPs in Africa.

The Masterclass brought together representatives from the Ghana Infrastructure Investment Fund (GIIF), the PPP Office of the Ministry of Finance and the Ministry Roads and Highways, and private sector stakeholders. The Masterclass was aimed at helping participants understand how climate resilience and adaptation measures can be integrated into PPP projects, and how they can further protect infrastructure investments from the impacts of a changing climate.

During the event, attendees explored and discussed the different phases of PPP projects, including project identification and resource mobilization; sustainable procurement policies; allocating climate risks; and enforcing climate-resilient measures in PPP contracts. Through case studies and role-play exercises, participants gained practical knowledge and skills on how to mainstream climate resilience into PPP projects in Africa.

Participants reported having a better understanding of climate risks and adaptation needs after the masterclass, with 100% of participants conveying that they found the contents of the masterclass useful and aligned with their learning needs. The participants also expressed interest in exploring social dynamics, including gender considerations, in the assessment of climate risks and the identification and appraisal of potential adaptation solutions.

“As Ghana takes action towards the achievement of our Nationally Determined Contributions to the Paris Agreement, this program is positioning the key agents within the public sector infrastructure finance space to be well-equipped for the task ahead in the provision of climate-resilient infrastructure. We are indeed grateful to the Global Center on Adaptation for this bold initiative,” said Kwadwo Kwakye Gyan, Head of Risk Management and Sustainability for GIIF, who was also the coordinator and one of the participants of the masterclass.

The Masterclass is part of the capacity-building initiatives delivered through the Africa Adaptation Acceleration Program (AAAP), which aims to accelerate climate adaptation across the continent. GCA is working with the African Development Bank to support African countries in their efforts to build climate-resilient infrastructure and achieve sustainable development.
