This guideline is prepared by the Global Center on Adaptation (GCA), in collaboration with the World Bank and the Kenya State Department of Housing and Urban Development to support the implementation of the Second Kenya Urban Support Program (KUSP-II).
This guideline aims to enable city/municipality teams, especially those with limited technical capacity or resources, to carry out an in-house rapid climate risk assessment to produce an Urban Climate Risk Profile.
The guideline is developed in alignment with the KUSP-II’s Program Operations Manual. Urban Climate Risk Profiles produced using this guidance are expected to satisfy the requirements of “Performance Standard 5: Climate Risk-Informed Planning,” which is required Urban Development Grants eligibility under KUSP-II.
The Urban Climate Risk Profiles are designed to inform the development or update of Integrated Development Plans (IDePs) and spatial/land-use plans. Urban Climate Risk Profiles, together with these plans will support full compliance with Performance Standard 5.
