Adaptation action is essential to achieving and safeguarding development outcomes in the face of more frequent and intense climate hazards. As highlighted in Ghana: Roadmap For Resilient Infrastructure In a Changing Climate developed under the leadership of Ghana’s Ministry of Environment, Science, Technology and Innovation (MESTI), in collaboration with the Global Center on Adaptation (GCA), climate-resilient infrastructure has the potential to improve the reliability of service provision, increase asset life and protect asset returns. The Government’s Coordinated Programme of Economic and Social Development Policies also indicates the importance of infrastructural planning and development for economic growth and poverty reduction and recognizes the need to further develop the country’s “climate-proof” infrastructure.
Aa part of the capacity-building initiatives delivered through the Africa Adaptation Acceleration Program (AAAP), the GCA is providing a Masterclass on Mainstreaming Climate Resilience into Public-Private Partnerships (PPP) in Africa. The 3-day collaborative event is designed as a training and knowledge-sharing platform with Ghana Infrastructure Investment Fund representatives, leveraging guests and experience from development finance and private sector stakeholders. The Masterclass will also build on GCA’s technical experience in mainstreaming climate adaptation and resilience in infrastructure development projects. Based on case studies and role-play, attendees will explore and discuss how climate resilience and adaptation measures can be enhanced in PPP projects and can further secure and attract investments in the country.
The Masterclass is articulated around three main sessions addressing the different phases of PPP projects:
- Project identification phase and resource mobilization: innovative financing, and climate funds
- Sustainable procurement policies as an opportunity to select for resilience
- Allocating climate risks and enforcing climate-resilient measures in a PPP contract.
