Locally Led Adaptation Masterclass

The Global Center on Adaptation (GCA), in partnership with the World Bank Group (WBG) through the African Adaptation Acceleration Program (AAAP), is developing and delivering a Locally Led Adaptation (LLA) Masterclass to strengthen the capacity of project implementation teams across three World Bank-funded projects in Africa. Gulf of Guinea Northern Region Social Cohesion Project (Ghana); Local Governance and Community Resilience Project (Central African Republic); Local Governance and Resilient Communities Project (Cameroon). The Masterclass targets stakeholders involved in the design and delivery of development projects and aims to integrate LLA principles across diverse institutional and country contexts.

Adaptation Need

The project areas supported by the LLA Masterclass face intensifying climate risks such as prolonged droughts, flooding, rising temperatures, and groundwater depletion. These hazards are expected to further strain already fragile institutional systems and deepen existing vulnerabilities among marginalized groups, particularly women, displaced populations, and resource-dependent communities. Without targeted capacity building on locally led adaptation, the WB projects risk failing to reach vulnerable populations and sustaining development gains.

GCA’s Added Value

To strengthen the integration of locally led adaptation into World Bank-financed projects across Africa, GCA is developing and delivering a tailored LLA Masterclass in partnership with the International Institute for Environment and Development (IIED). The Masterclass targets World Bank staff, national and subnational government officials, Project Implementation Units (PIUs), and development partners, with training modules designed to equip stakeholders with practical tools for designing, implementing, and monitoring LLA interventions.

Project goals

Mainstreaming Adaptation and Resilience

Through the LLA Masterclass, GCA is equipping key actors — World Bank teams, government officials, and PIUs — with the skills and tools to design and implement inclusive, locally driven adaptation solutions. By embedding LLA approaches into three projects across fragile and climate-vulnerable contexts, GCA is enabling the systematic inclusion of community voices in adaptation planning, budgeting, and delivery. GCA’s support is informing practical implementation tools and influencing the development of case studies that will serve as models for other projects. Across all countries, the Masterclass is expected to enhance project effectiveness, sustainability, and ownership — ultimately contributing to more resilient outcomes for vulnerable populations.

Expected Outcomes

  • Enhanced capacity of relevant LLA stakeholders in various African countries to mainstream LLA into the design and implementation of development projects. 
  • Sharing of best practices and learnings on LLA across different contexts. 
  • The LLA Masterclass will include a global component on LLA and a component tailored to country’s context, elaborating on national policy and legislative frameworks that enable LLA.
