Djibouti PEJACC
Adaptation Need
Djibouti has limited arable land, is heavily dependent on food imports, and is increasingly vulnerable to the impacts of climate change such as increasingly frequent severe droughts and extreme heat, worsening water scarcity issues. To bolster food security, reduce its dependency on food imports, and strengthen its national economy, Djibouti aims to bolster its agricultural and livestock sectors. These sectors are main sources of livelihood for a large percentage of Djibouti’s population and play a major role in its population’s food security.
GCA’s Added Value
GCA will lead a climate risk and vulnerability assessment to identify potential adaptation solutions for youth entrepreneurs to address climate vulnerabilities. Additionally, a capacity building needs assessment will identify the challenges and knowledge gaps faced by women and youth-led enterprises necessary to support the development of a climate resilient agricultural sector. The findings will inform the development of a standardized training curriculum which will build capacity of young and women entrepreneurs in identifying and formalizing agricultural economic activities through PEJACC.

Project goals
Mainstreaming Adaptation and Resilience
GCA’s involvement will provide technical knowledge and curriculum necessary to build the climate adaptation capacities of youth and women agricultural entrepreneurs in Djibouti. Through a Training of Trainers (ToT) model, the curriculum will be mainstreamed into business development services in Djibouti, which play an essential role in providing effective and continued business development services to young entrepreneurs. This approach will ensure that Djibouti strengthens agricultural production by ensuring greater private sector participation and adopting more efficient and climate-smart methods to address climate change.
Expected Outcomes
GCA’s support for the African Development Bank will reinforce the project’s outcomes:
- 1,000 horticultural producers, 40,000 livestock breeders and more than 80 rural entrepreneurs supported
- Creation of at least 200 new businesses, resulting in 3,495 new direct jobs and 2,165 indirect jobs
- 1,240 people benefiting from climate change resilient entrepreneurial and technical skills
