Adaptation Need
Homa Bay County lies on the shores of Lake Victoria – the largest freshwater lake in Africa. Despite this, many county residents lack access to water due to high pollution levels in the Lake and the lack of water infrastructure. This situation is exacerbated by the changing climate. On the other hand, access to sanitation services remains generally low in Kenya with only 31% of the population estimated to have access to safely managed sanitation services. The situation is worse in informal urban settlements (IUS) like those found within Homa Bay Municipality where the actual number of resident population and infrastructural conditions are not known. Poor sanitation services and inappropriate waste management practices contribute to water contamination resulting in water crises and deteriorating livelihoods of the most vulnerable.
GCA’s Added Value
GCA is supporting the development of Peoples’ Adaptation Plans in Homa Bay to support implementation of water and sanitation elements prioritized by communities, conducted a Rapid Climate risk Assessment (RCRA) to inform the planning process and capacity building for adaptation planning for government, non-government and academic stakeholders in the County.

Project goals
Mainstreaming Adaptation and Resilience
To address the challenges related to inadequate water and sanitation services, situational analysis reports of the three IUS of Makongeni, Shauri Yako and Sofia and a climate risk assessment report for the municipality have been prepared to inform planning and delivery of water and sanitation services. The situational analysis reports cover demographics, socioeconomics and infrastructural conditions found within the settlements as well as challenges related to land tenure, service delivery, environmental sustainability, and urban growth management. A People’s Adaptation – Local Physical and Land Use Development Plan for Homa Bay Municipality anchored in the relevant policies and legislation will guide development going forward. The capacity of county government and local university staff have been built to ensure the plan is updated on a regular basis and remains fit for purpose.
Expected Outcomes
- GCA’s support will climate proof investments in water and sanitation services in Homa Bay;
- Coverage and access to water supply and sanitation services increased.
- Local capacity to understand and address climate threats strengthened.
