Chattogram Water Supply Improvement Project (CWSIP)
Adaptation Need
Chattogram, a coastal city in Bangladesh, is increasingly threatened by water scarcity due to rising salinity levels. About 1.4 million people living in 2216 LICs across the 41 wards of Chattogram City Corporation lack access to water and sanitation. Only 37 of these LICs are served by small water networks connected to transmission mains, or through deep tubewells. The majority of LICs continue to depend on shared water points, which create extra work for women and girls; or on private water vendors who charge 10-60 times more for water than CWASA rates. Barriers to extending supply to LICs include inadequate water availability; lack of distribution pipelines; inability or unwillingness to pay; and importantly, lack of legal tenure.
GCA’s Added Value
GCA, in partnership with WaterAid Bangladesh and Dushtha Shasthya Kendra (DSK) is supporting the World Bank to better target climate vulnerable LICs and their adaptation needs, by supporting the residents of the total 106 LICs in 17 wards to map and understand climate vulnerabilities, followed by a more detailed household-level enumeration and to develop detailed People’s Adaptation Plans to inform investments under CWSIP. The planning process will also be informed by a future climate risk assessment conducted by the Chattogram University of Engineering and Technology.

Project goals
Mainstreaming Adaptation and Resilience
GCA’s support will result in inclusion and prioritization of additional climate vulnerable LICs beyond the original project scope; and direct CWSIP investments as well as national investments through the City Corporation’s Annual Development budget to climate-related priorities highlighted by the community. Community recommendations, tailored to each specific ward based on practicality, include the extension of CWASA’s water distribution network; re-excavation and expansion of water bodies; measures to prevent salt water intrusion into freshwater sources; and water treatment plants. In addition, GCA will develop and deliver a dashboard mapping all 106 LICs across 17 wards, highlighting hazard-specific risks, land tenure status, and other critical features to support CWASA in identifying and prioritizing vulnerable LICs for future project development beyond CWSIP.
Expected Outcomes
- Increased inclusion of climate vulnerable LICs into the design of CWSIP.
- Strengthened climate resilience of the poor and vulnerable communities.
- Infrastructure investments that prioritize the needs of the poor, particularly women.
- Enhanced knowledge and capacity of the communities and local governments on current and future climate threats, and how to anticipate, absorb, accommodate and recover from climate shocks and stresses.
- Enhanced local leadership and participation in efforts to address climate vulnerability.
