GCA-MIGA Focused Masterclass on Climate Resilient Infrastructures
Context and Objectives
GCA and MIGA have initiated a pilot collaboration, for GCA to support MIGA in the enhancement and simplification of climate adaptation objectives and considerations in the steps previous and during Due Diligence process to help climate mainstreaming and business development, based on specific support under discussion for two specific operations in the energy sector, both from the real sector, one with a transaction-based approach and one with a counter party approach.
As a kick-off of the GCA support, MIGA and GCA are co-developing a capacity building initiative to support MIGA underwriters developing a foundational understanding on why integrating climate adaptation and resilience considerations are relevant for MIGA business and our clients. The capacity building initiative will build on GCA Masterclass on Climate Resilience Infrastructure PPP, complemented with case studies discussion to be provided by MIGA. Altogether, this capacity building initiative will enhance reciprocal understanding of MIGA climate considerations and underwriters’ role, in relation to the integration of climate adaptation considerations and targets.
Specific objectives for the capacity building initiative:
- Cover basic concepts of climate risks and resilience and climate adaptation options prioritization in investment projects.
- Provide a structured rationale and approach to integrating climate risks into investment decisions, covering due diligence practices, scenario-based decision-making, and effective communication strategies with investors and clients.
- Discuss MIGA case studies and ways to integrate climate adaptation within MIGA pipeline, in line with MIGA clients objectives and constraints.
About the Masterclass
The Masterclass is part of the Knowledge Module on PPPs for Climate Resilient Infrastructure, developed by GCA together with MDBs and other technical partners and leveraging GCA experience developed under the African Adaptation Acceleration Program. Designed to build the capacity of PPP practitioners to mainstream adaptation and resilience into infrastructure PPP projects, the Knowledge Module also includes the Climate Resilient Infrastructure Handbook and the Certified Climate-Resilient Infrastructure Officer (CRIO) program. The content of the Masterclass would be heavily restructured to extract modules most relevant to MIGA team, and fit case studies discussion.
Note that the program could start or be followed by preparation workshop, and/or workshop dedicated to GCA potential support to MIGA pilot projects.
