Rwanda Pro-Poor Development Basket Fund
Adaptation Need
Despite two decades of significant economic growth, Rwanda remains one of the world’s poorest nations, with over half the population below the poverty line and low levels of human development. Resources often favor urban areas, deepening the rural-urban divide, even though 82% of Rwandans live in rural regions highly vulnerable to climate change and reliant on rain-fed agriculture and weak infrastructure. Rising disasters—floods, landslides, droughts—since the early 2000s have exposed the limited capacity of poor communities to manage climate risks. Past efforts have struggled to promote pro-poor, locally driven development, with challenges targeting the most vulnerable and involving communities and local governments in shaping solutions.
GCA’s Added Value
GCA’s contribution to this project is supporting the integration of LLA planning into the activities of the Basket Fund through revision of the PPD allocation formula to include climate resilience; piloting implementation of the methodology in the two districts of Nyabihu and Ngororero; and building the capacity of local government officials to implement the methodology in other districts.

Project goals
Mainstreaming Adaptation and Resilience
GCA is advancing efforts to mainstream LLA approaches within the PPD Basket Fund through revision of the allocation formula and updating the District Development Strategy guidelines to integrate climate change considerations. In parallel, targeted capacity strengthening for LODA and local government staff—particularly in the development of People’s Adaptation Plans—is expected to shape how LODA manages not only the PPD Basket Fund, but also other financing streams. These reforms aim to institutionalize locally driven, pro-poor development across vulnerable rural districts, ensuring that climate resilience is embedded in core planning and resource allocation processes.
