Agri-MSMEs Development for Jobs (AMD4J) Project Ethiopia
Adaptation Need
Ethiopia faces frequent climate-related shocks including droughts and floods, impacting agriculture, water resources, and food security. These shocks could reduce Ethiopia’s GDP by 10% by 2045, affecting 1.5 million people annually due to water scarcity and significantly impacting agriculture and infrastructure. Agriculture is a climate sensitive sector and a key source of income and livelihood for the population of Ethiopia including youth and women, and climate change impacts adversely affect production and productivity. These impacts on the sector pose the risk of youth shying away from engaging in agricultural activities and related enterprises.
GCA’s Added Value
GCA will conduct a national labor market assessment in Ethiopia to identify skills gaps, labor demands, and enterprise strengthening strategies that can enable the creation of adaptation jobs for youth and women in the agriculture sector. The findings will guide the design of a tailored capacity-building component, employing GCA’s Pre-Incubator Toolkit to deliver technical assistance, business development support, and training to emerging entrepreneurs, strengthening their ability to integrate climate adaptation into their business models and contribute to resilient employment generation.

Mainstreaming Adaptation and Resilience
To address these vulnerabilities and enable a climate-resilient future, GCA is mainstreaming adaptation and resilience by strengthening the capacity of enterprises and the workforce to cope with climate impacts while securing sustainable livelihoods. Youth and women will learn to incorporate climate adaptation into their business models and become contributors to resilient employment and agricultural transformation.
Expected Outcomes
GCA’s support for the African Development Bank will reinforce the project’s outcomes:
- 8,000 jobs created with a target for 30% adaptation jobs
- 8,000 Agri-MSMEs and start-ups with access to financial support.
- Youth and women beneficiaries trained on entrepreneurship and business development
