Cote d’Ivoire Water Security and Sanitation Support Project
Adaptation Need
Côte d’Ivoire faces increasing water insecurity from rainfall variability, declining groundwater yields, and poor water quality, especially in the arid northeast. Climate change is worsening these challenges through more frequent droughts, shifting rainy seasons, and intense rainfall that increases flood risks and threatens dam infrastructure. The government is transitioning rural water supply to centralized multi-village groundwater systems to expand rural water access from 51% to 95% by 2030. However, these systems are more vulnerable to over-abstraction and could lead to unsustainable groundwater extraction in climate-stressed basins like the Bandama. Without climate-informed planning, risks include groundwater depletion, service disruptions, and flood contamination. Detailed climate risk assessments are needed to guide infrastructure design and rehabilitation, ensure sustainable water use, and map water quality risks. Limited institutional capacity for climate-risk-informed IWRM and gender-responsive planning hinders scaling of climate-resilient water services.
GCA’s Added Value
GCA will provide technical support in the Bandama basin with scalable approaches for other basins. This includes conducting climate risk assessments (CRA) for two dams under rehabilitation using SSP24.5 and SSP58.5 scenarios for 2035 and 2060, plus CRA for surface and groundwater resources. A gender-informed vulnerability assessment will quantify climate damages and service disruptions to inform climate-resilient water infrastructure and IWRM strategies. GCA will propose structural and non-structural design solutions prioritizing nature-based options, support IWRM plan development, and recommend governance models for monitoring groundwater extraction. The program includes targeted climate risk dialogues, training for public officials and basin authorities, and delivery of the GCA Climate-resilient Water Services Masterclass. A ‘training of trainers’ format ensures local capacity retention.

Project goals
Mainstreaming Adaptation and Resilience
GCA will conduct climate risk and vulnerability assessments for the Bandama River basin, including detailed CRVA for 2 dams and at least one groundwater multi-village water supply system to assess climatic impacts on water resource availability, quality, and infrastructure design/operations. Lessons learnt will inform ongoing implementation and subsequent program phases in other basins. To scale impact and build capacity, GCA will deliver climate risk dialogues and learning-by-doing training with public authorities, basin authorities, and communities on CRA, decision-making under deep uncertainty, and nature-based solutions design for locally actionable adaptation strategies. These activities are part of GCA’s Climate-Resilient Water Services (CRWS) Masterclass project.
Expected Outcomes
- Climate-Resilient Rehabilitation and Operation of Dams and Water Systems:
GCA’s CRA and gender-informed vulnerability assessments will guide climate-resilient rehabilitation of key dams and the planning of rural water service delivery assets, improving infrastructure reliability and sustainability under future climate scenarios. - Sustainable and Inclusive Groundwater Use:
By supporting groundwater monitoring and management protocols, GCA will help prevent overexploitation and ensure aquifer recharge—enhancing water availability during drought and reducing contamination risks during floods. - Gender-Inclusive and Risk-Informed Water Resource Management:
GCA’s assessments will inform equitable design, management, and access to water resources and services, contributing to more inclusive planning and reducing the disproportionate climate burdens faced by women and vulnerable groups. - Strengthened Institutional Capacity for Climate-Resilient Water Services:
Through trainings and dialogues, GCA will strengthen the capacity of national and basin-level actors to apply climate risk data and tools, embed resilience in infrastructure planning, and scale NbS across other basins under the project.
