Somalia Urban Resilience Program II (SURP II)

Adaptation Need

After more than three decades of civil war, Somalia faces overlapping challenges of fragility and weak governance, conflict, and rapidly intensifying climate impacts. A 2023 World Bank report found that over half of all IDPs since 2016 were displaced by failed rainy seasons, and more are now displaced by climate than by conflict. In 2023, 77% of new internal disaster displacements were due to weather-related hazards. Many urban residents live in informal settlements with poor services, insecure tenure, and heightened exposure to floods and wildfires. Institutional capacity remains limited, with major gaps in data, expertise, coordination, and planning for climate-resilient urban infrastructure.

GCA’s Added Value

GCA will facilitate the development of a Urban Climate Resilience Masterclass (UCRMC) to build institutional capacity to design and implement climate-resilient urban investments in line with SURP-II’s objectives. The development of the masterclass builds off of previous UCMRCs in Bangladesh and Kenya and will be tailored to the Somalia context. The content of the training program will be co-created in close partnership with Somalian municipal officials and the World Bank task team to ensure it is tailored to the specific needs of Somalia.
