Somalia Urban Resilience Program II (SURP II)

The Global Center on Adaptation (GCA) partnered with the World Bank to support the Somalia Urban Resilience Project Phase II (SURP-II). The project aims to strengthen public service delivery capacity of local governments, increase access to climate-resilient urban infrastructure and services, and provide immediate and effective disaster response across six cities: Mogadishu, Garowe, Baidoa, Kismayo, Dhusamareb, and Beledweyene.

Adaptation Need

After more than three decades of civil war, Somalia faces overlapping challenges of fragility and weak governance, conflict, and rapidly intensifying climate impacts. A 2023 World Bank report found that over half of all IDPs since 2016 were displaced by failed rainy seasons, and more are now displaced by climate than by conflict. In 2023, 77% of new internal disaster displacements were due to weather-related hazards. Many urban residents live in informal settlements with poor services, insecure tenure, and heightened exposure to floods and wildfires. Institutional capacity remains limited, with major gaps in data, expertise, coordination, and planning for climate-resilient urban infrastructure.

GCA’s Added Value

GCA will facilitate the development of a Urban Climate Resilience Masterclass (UCRMC) to build institutional capacity to design and implement climate-resilient urban investments in line with SURP-II’s objectives. The development of the masterclass builds off of previous UCMRCs in Bangladesh and Kenya and will be tailored to the Somalia context. The content of the training program will be co-created in close partnership with Somalian municipal officials and the World Bank task team to ensure it is tailored to the specific needs of Somalia.

Project goals

Mainstreaming Adaptation and Resilience

The master class will include a trainee handbook, a trainer guide, and a training of trainers session that will be conducted in Nairobi. The program will adopt pedagogical methods tailored to adult learning and informed by regional case studies from Somaliland, Djibouti, and similar settings, with complementary materials from development partners. The rollout will be supported through the project in collaboration with RedR UK and a national implementation team with experience in climate adaptation training and capacity building.

Expected Outcomes

  • Strengthened capacity of local governments to implement climate resilient investments: the UCRMC will provide local city officials with the technical skills and knowledge to assess urban climate risks, design and implement adaptation measures, and integrate climate resilience into urban and infrastructure planning.
