DOUBLING DOWN ON CLIMATE ADAPTATION IN AFRICA THROUGH THE AAAP  

FOURTH AAAP PARTNERSHIP FORUM  

In partnership with the African Development Bank, the Global Center on Adaptation (GCA) is convening the 4^th Africa Adaptation Acceleration Program Partnership Forum in Nairobi, Kenya this September. 

The Forum will collectively take stock of progress made by the Program in providing climate-resilient economic development for Africa since its launch in 2021. Further, it will garner from AAAP stakeholders, current and prospective partners, on the expected outlook for a second programmatic phase. The Forum will serve as a consultation moment to glean from partners and stakeholders on emerging climate adaptation frontiers pertinent to the African continent, to strengthen the AAAP’s next phase offering. Kenya as the host country of the forum this year, will showcase specific progress across the Program’s offering drawing on progress in infrastructure resilience and in ensuring a locally led adaption approach.  
 
As global climate adaptation commitments progress, the AAAP will remain effective in strengthening resilience in Africa and in ramping up efforts to close the Adaptation financing gap.  The 4^th AAAP Partnership Forum will deduce progress made by the AAAP in contributing to doubling down on climate adaptation in Africa on the one hand, while informing its prospects on the other. 

OBJECTIVES 

The 4^th Partnership Forum will provide the platform to showcase AAAP progress in doubling down on adaptation action and support Africa’s sustainable development and climate action. It will undertake the following actions: 

• Take stock of the progress made by the AAAP in climate-proofing investments, in enabling access to global climate finance, in scaling private sector involvement in climate adaptation and in supporting adaptation policy reform measures, whilst applying a gender lens, with a local contextualized approach.  
• Provide a comprehensive Program overview, allowing for AAAP partners, new and old, to identify key entry points for collaboration in amplifying the Program’s efforts. 
• Make progress on a consultation series undertaken to uncover emerging climate adaptation frontiers and themes in the international climate process, that could inform the Program’s second phase. 

THEMES 

• Accelerating climate adaptation action in Kenya and in Africa: The AAAP has climate-proofed investments of international financial institutions towards climate-resilient development in Africa across sectors of infrastructure, food security and water resilience. This has been done from a gender-mainstreamed lens, while ensuring a locally led community-based approach. It is also fast-tracking private sector involvement in climate adaptation action.   
• Emerging frontiers for mainstreaming adaptation: As climate impacts increase in intensity and magnitude, new sectors are facing stressors from growing hazards. Heat impacts on healthcare and ripple effects on labor and worker productivity are increasingly affecting global workforce. Sufficient climate education, knowledge and skills are needed to help address climate impacts. Under the Program’s second phase, the AAAP 2.0, adaptation solutions tailored to African circumstances will de-escalate these patterns and empower populations in adapting to escalating climate impacts. 
• The outlook for an enhanced AAAP offering: As the 2025 first phase of the AAAP approaches its closing, lessons learned from the current phase will be instrumental to a new program development. Linkages to global climate processes, direct country support through dedicated country windows, deeper private collaborations and an expanded geographical scope will amplify the AAAP’s efforts in unlocking climate adaptation finance and ramping up adaptation action for Africa.
