This report is an independent, end-of-phase evaluation of the “Scaling up Locally Led Adaptation, Nature-based Solutions, and Financing for Adaptation Programme”, conducted by GOPA Meta Meta. The Programme is under the Bangladesh Climate and Environment Programme (BCEP), funded by the FCDO.  The evaluation assesses GCA’s performance against its objectives, including its contribution to scaling locally led adaptation, nature-based solutions, and climate finance, as well as its overall effectiveness, value for money, and key lessons learned during the programme implementation period (2022 to 2026).  The evaluation focuses on GCA’s upstream role in providing technical assistance, strengthening institutional capacity, supporting policy processes, and mobilizing finance within BCEP.
