Best Bets for Gender-Responsive Digital Climate Advisory Services (DCAS)
Climate change is making agricultural decisions increasingly uncertain. Digital Climate-informed Agricultural Advisory Services (DCAS)—delivered through channels such as SMS, apps, USSD, voice, radio and helplines—can help farmers turn weather and climate information into practical decisions about planting, inputs, water management and harvesting.
But receiving information does not necessarily mean being able to act on it. Women farmers often face additional barriers to accessing digital services, controlling resources, making decisions and adopting recommended practices. If DCAS are designed around the assumption that all farmers have equal access, resources and decision-making power, they can reinforce existing inequalities.
This brief explores how DCAS can be designed to be gender-responsive, inclusive and actionable. It highlights practical approaches to improving access, relevance, trust and uptake, while strengthening the links between climate information and the resources and services farmers need to act on it.
