Adaptation Need
Kigali is increasingly vulnerable to urban flooding, landslides, and rising temperatures. These climate hazards are intensifying due to rapid urbanization and climate change. The Nyabugogo area, a key transport hub, frequently experiences flood-related disruptions due to stormwater runoff and the degradation of natural drainage systems. While previous assessments to the Project have mapped key risks, gaps remain in quantifying how climate hazards may evolve under different climate scenarios and in connecting risk analysis to specific adaptation responses. Strengthening infrastructure and operational resilience is critical to safeguard public transport, particularly in vulnerable areas with limited drainage capacity and poor urban planning.
GCA’s Added Value
GCA’s support involves prioritizing infrastructure investments under the adaptation angle, to support enhanced connectivity, the identification and appraisal of targeted adaptation solutions, and developing implementation guidelines to enhance current design standards. Additionally, GCA is supporting the World Bank Group and its partner, the African Development Bank Group, in advancing a climate-resilient National Transport Masterplan by identifying climate hazards and vulnerabilities at the national level. This effort aims to reaffirm sectoral ambitions that integrate climate change considerations and development priorities, with a focus on embedding long-term strategies for decarbonization and climate resilience.

Project goals
Mainstreaming Adaptation and Resilience
GCA’s technical assistance supports a long-term shift toward climate-smart urban infrastructure in Rwanda by embedding adaptation into design, procurement, and planning processes. Proposed adaptation measures can include enhanced drainage and stormwater management in climate hotspots like Nyabugogo terminal and DBL designs adapted to projected heat and flood scenarios, and guidelines to integrate adaptation into full-scale DBL expansion. Through engagement with Kigali’s institutions and technical capacity-building, GCA is enabling informed decision-making

GCA will facilitate effective, efficient, and sustainable outcomes on:
- Green & Grey Adaptation and Resilience options to be implemented in Nyabugogo multi-modal terminal and Pilot DBL
