INTRODUCTION
Introduction to the Global Center on Adaptation (GCA)
The Global Center on Adaptation (GCA) is an international organization that works as a solutions broker to catalyze action and support for adaptation solutions, from the international to the local, in partnership with the public and private sector, to ensure we learn from each other and work together for a climate resilient future. Adapting to impacts of climate change provides a “win-win” for livelihoods, food security, water supply, health, security, and economic growth. The work of the GCA elevates the visibility and political importance of climate adaptation and facilitates solutions, such as smarter investments, new technologies and better planning to become more resilient to climate related threats.

DELIVERABLES
GCA is seeking an experienced consultant to provide part-time leadership and strategic support for the Finance and Operations unit over a six-to-ten month period. This role is critical to maintaining financial integrity, operational continuity, and regulatory compliance during a transitional phase.

The consultant will dedicate 2–3 days per week to the following priority areas. Routine transactional work will be managed by existing staff, with the consultant providing oversight and quality assurance.

• Financial Leadership & Governance (High Priority)
• Payroll and HR Oversight
• Strategic & Transitional Focus
• Procurement and Administration
• Other internal control tasks.

REQUIREMENTS
If you wish to submit a proposal to provide the above services, please provide evidence of the following:

• Education: Master’s degree in Finance, Accounting, Business Administration, or related field.
• Experience: Proficiency with financial management information systems; hands-on experience with UNIT4 ERP (or a similar tier-1 financial system) is highly desirable, particularly for financial reporting, budgeting, and module configuration.
• Knowledge & Skills: Proven experience in policy development, financial systems, and operational management.
  Strong knowledge of international donors (e.g., EU, UN, The Kingdom of the Netherlands, FCDO and GAC) and their financial regulations.
• Essential: In‑depth knowledge of the Dutch legal framework, including Wet verbetering poortwachter, UWV regulations, and Dutch GAAP.
  Proficiency with financial management information systems; hands-on experience with UNIT4 ERP is highly desirable, particularly for financial reporting, budgeting, and module configuration.
  Ability to work effectively on a part‑time basis, prioritising high‑impact tasks and delegating operational work to the team
