External Evaluation of the “Scaling up Locally Led Adaptation, Nature-based Solutions, and Financing for Adaptation Programme”
This report is an independent, end-of-phase evaluation of the “Scaling up Locally Led Adaptation (LLA), Nature-based Solutions (NbS), and Financing for Adaptation Programme”, conducted by GOPA Meta Meta. The Programme is under the Bangladesh Climate and Environment Programme (BCEP), funded by the FCDO.
The evaluation concludes that the Accountable Grant has enabled GCA to make a relevant, strategically positioned, and largely effective contribution to BCEP. GCA’s comparative advantage has lain in upstream policy engagement, institutional strengthening, and knowledge mobilisation. The evaluation recommends a two year extension of the grant period to allow GCA to capitalize on the momentum that has been built with the Government of Bangladesh and other key partners.
The evaluation assessed GCA’s performance against its objectives, including its contribution to scaling LLA, NbS, and climate finance, as well as its overall effectiveness, value for money, and key lessons learned during the programme implementation period (2022 to 2026). The evaluation focuses on GCA’s upstream role in providing technical assistance, strengthening institutional capacity, supporting policy processes, and mobilizing finance within BCEP.
