To scale climate-resilient infrastructure globally, GCA developed the Climate-Resilient Infrastructure Knowledge Module, which includes the Climate-Resilient Infrastructure Officers (CRIO) Handbook, practical Masterclasses, and CRIO Certification programs. These initiatives bridge the gap between theory and implementation by providing hands-on training and recognized professional credentials for infrastructure practitioners. The Masterclass series has expanded globally, reaching stakeholders from ministries, PPP units, infrastructure agencies, the private sector, and academia. The program has demonstrated that Masterclasses are highly effective in creating dialogue between public and private actors, aligning incentives, and improving the bankability of resilient infrastructure projects while strengthening institutional capacity to integrate resilience into infrastructure planning and operations. 

The Climate Resilient Water Services Masterclass is a practical training programme developed by the Global Center on Adaptation, in collaboration with IRC WASH, to strengthen the capacity of water and sanitation professionals to address climate risks in service planning, infrastructure and operations.

After more than three decades of civil war, Somalia faces overlapping challenges of fragility and weak governance, conflict, and rapidly intensifying climate impacts. A 2023 World Bank study found that over half of all Internally Displaced People (IDPs) since 2016 were displaced by failed rainy seasons. More people are now displaced by climate than by conflict. Additionally, many urban residents live in informal settlements with poor services, insecure tenure, and heightened exposure to floods and wildfires.  

The Handbook for Climate Resilient Infrastructure Officer (CRIO) is a component of the Knowledge Module on PPPs for Climate-Resilient Infrastructure and aims to provide tools and knowledge on how to integrate climate resilience throughout the PPP project cycle. The Climate Resilient Infrastructure Handbook has been revised in 2025 to provide infrastructure and PPP practitioners with the most up-to-date guidance, tools, and best practices for integrating climate resilience into all stages of the infrastructure lifecycle, from planning and design to financing, construction, and operation.
