Senegalese Climate-resilient Infrastructure Roadmap

The transport sector, a cornerstone of economic activity, faces unprecedented challenges due to the climate crisis. In Senegal, roads, railways, and airports are increasingly vulnerable to flooding, bushfires, and coastal erosion, compromising their sustainability and operational efficiency.

In response, the Climate Change Adaptation Project for Resilient Infrastructure (PACCIR), implemented as part of the Africa Adaptation Acceleration Program (AAAP), has developed a national roadmap to strengthen the resilience of Senegal’s transport infrastructure. This initiative is the result of a strategic partnership between the Global Center on Adaptation (GCA) and Cheikh Anta Diop University of Dakar (UCAD), with technical and analytical support from the Centre de Suivi Écologique (CSE) and Oxford Infrastructure Analytics (OIA). The project also benefited from the active involvement of key institutional partners, including the Ministry of Infrastructure, Terrestrial and Aerial Transport (MITTA) and the National Road Agency (Ageroute).

Through a multidisciplinary approach combining scientific, socio-economic, and geospatial tools, the project assesses climate risks, identifies critical vulnerabilities, and estimates the financial costs of climate-related damages. The roadmap provides actionable recommendations to integrate climate resilience into infrastructure planning, improve cross-sectoral coordination, and promote regional cooperation. Developed in close collaboration with national stakeholders and policymakers, these guidelines aim to protect investments and ensure the long-term sustainability of Senegal’s transport networks in the face of climate challenges.
