This Stress Test User Guide for Resilient Infrastructure is part of GCA Learning from Practice series and has been developed through GCA partnership with the Ministry of Infrastructure and Water Management of the Netherlands (MIenW). Building on practical experiences from the Netherlands, Ghana, and Bangladesh, the guide provides a step-by-step framework to support countries in assessing climate risks to infrastructure systems, identifying adaptation needs, and prioritizing resilient investments.
The guide outlines how infrastructure stress tests can help governments and partners strengthen climate resilience through improved risk analysis, participatory planning, and the development of investment pipelines for resilient infrastructure. Structured around 20 practical steps, it combines technical methodologies, data-driven analysis, and implementation lessons to support adaptation planning across sectors and geographies.
By helping stakeholders better understand climate vulnerabilities and financing opportunities, the guide aims to support more informed, coordinated, and scalable adaptation action for critical infrastructure systems in countries.
