Financing Adaptation: A holistic approach to mobilizing adaptation finance

Mobilizing adaptation finance requires institutions with the skills to identify climate risks, design effective responses and connect them with suitable sources of funding. This brief examines GCA’s work in Bangladesh to strengthen those capabilities among civil servants and banking professionals. Working with national training institutions, the Ministry of Finance’s Economic Relations Division and Bangladesh Bank, GCA developed and piloted masterclasses on gender-responsive climate finance, with the aim of incorporating this training into established curricula.

The experience shows the value of designing training with partner institutions, grounding it in national needs and giving participants opportunities to apply their learning. Embedding courses in existing training systems offers a way to reach more professionals and sustain expertise beyond individual projects. The brief recommends combining introductory training with advanced, practical mentoring on financial instruments and bankable adaptation investments. It places these efforts within a broader approach that brings together access to dedicated climate funds, integration of resilience into development spending and greater participation by domestic financial institutions.
