What began as a simple “Call to Action” five years ago has grown into a powerful global movement: the Youth Adaptation Network. It is now an active, thriving network connecting 35,000 young people across the globe. These dedicated individuals are collaborating, sharing best practices, and pushing the boundaries of what is possible in climate adaptation. The stories and achievements within this publication are a clear demonstration of the impact we can make when we trust and invest in the next generation. 

Across the globe, young leaders have stepped forward for the Youth Climate Adaptation Action Day to shape how nations plan, finance, and deliver climate adaptation. Building on the Guide to Organizing Youth Consultations on Nationally Determined Contributions and National Adaptation Plans, this report captures the strategic insights emerging from youth-led consultations around the world. These insights can strengthen national policies and drive global action on adaptation.

The Index assesses 54 African countries across three pillars—Economy, Policy and Finance—to create a comprehensive picture of national and regional resilience and introduces a new metric, Gross Resilient Product (GRP), which estimates the share of GDP not exposed to climate shocks.

Climate change poses an existential threat to global food security, livelihoods, and ecosystems. In the Global South, where agricultural productivity and rural incomes are most vulnerable to climate impacts, the need for resilient, adaptable solutions has never been more urgent. The Global Center on Adaptation- CGIAR partnership is a strategic alliance designed to bridge the gap between pioneering research and real-world impact, ensuring that climate adaptation innovations reach the communities and ecosystems that need them most.

This joint Global Center on Adaptation–Climate Policy Initiative report, Adaptation Finance Flows to Africa – State and Future Trends, provides a clear, data-driven view of where we stand—and a compass for where we must go next.

This Adaptation Insights on Ports is the result of a collaborative effort between the Global Center on Adaptation (GCA) and Delft University of Technology (TU Delft), developed by Adele Cadario (Global Lead), Anne-Laure Solnon (Specialist), and Abraar Ahmad (Program Officer) from GCA, and Jasper Verschuur (Assistant Professor) from TU Delft, under the guidance of Nitin Jain (Sr. Director Programs, GCA).

Since its launch in January 2021, GCA’s technical support under the AAAP Upstream Financing Facility has already helped shape more than US $18 billion in investments backed by international financial institutions, protecting over 112 million of Africa’s most climate-vulnerable people in 40 countries. Working with the International Monetary Fund (IMF) through its Resilience and Sustainability Facility, GCA is guiding policy and sector reforms that embed adaptation within national strategies, while the Africa Adaptation Business Platform—launched in partnership with the World Economic Forum—is forging alliances between private corporations and African financial institutions to unlock new streams of adaptation finance.

As the only international organization for climate resilience, GCA partners with governments, businesses and communities at every scale—local, national and continental—to identify high-impact adaptation solutions and integrate the most promising approaches into projects that climate-proof critical sectors while supporting sustainable livelihoods. This report is an independent, end-of-phase evaluation of the Africa Adaptation Acceleration Program (AAAP) conducted by Boston Consulting Group. The report seeks to assess AAAP’s performance against its stated objectives, the extent of its impact, its value-for-money and key lessons learned across activities between 2021 and 2025. Activities outside the AAAP, such as our global advocacy and research programmes, fall outside the scope of this review.
