Bangladesh Climate Resilient Infrastructure Investment Roadmap

The Bangladesh Climate Resilient Infrastructure Investment Roadmap – Technical Report presents a strategic framework to strengthen the resilience of Bangladesh’s infrastructure systems against escalating climate risks, including flooding, cyclones, sea-level rise, and extreme weather events. Developed through a collaboration between the Government of Bangladesh and the Global Center on Adaptation (GCA), the report builds on the findings of the national Climate Resilient Infrastructure Stress Test assessment.

The report identifies key climate vulnerabilities across the transport, energy, water, and social infrastructure sectors, and outlines priority adaptation investments to support resilient and climate-informed development planning. It aims to guide policy, strengthen institutional coordination, and mobilize financing and partnerships for climate-resilient infrastructure development.

The publication also includes three pre-feasibility investment case examples developed through stakeholder consultations and analytical assessments, showcasing how climate risk insights can be translated into actionable adaptation investment pipelines.

This work was developed in partnership with the Ministry of Environment, Forest and Climate Change (MoEFCC) of Bangladesh, with support from the Ministry of Infrastructure and Water Management of the Netherlands (Stess Test Facility) and the UK Foreign, Commonwealth & Development Office (Adaptation Investment Pipeline).
